To become a Genin in #NarutoWorldRP, you have to have a approved character in the chatroom, and has been tested on RPing.

How do I become a Chuunin or Higher in #NarutoWorldRP?
For rp character promotion, you have to pass the exams for that rank.
Chuunin Exams: Raises character's rank to chuunin. Only Genin characters can do this exam.
Jounin Exams: Raises character's rank to Jounin. Only Chuunin characters can do this exam.
For room rank, don't ask. We'll promote you when we feel you deserve it.

Why is the rules in #NarutoWorldRP seem so strict?
Because we allow custom jutsus, clans, weapons, armors, and items. So the rules is to prevent godmodding, and we actually follow the Naruto Cannon from the anime/manga.
Some rules is to limit the amount of characters of these kind, of coarse, these may be only temporary rules.

Applications to apply for a partial kage position may be posted, but Partial Kages is voted on by all the active kages and partial kages.
